Una cuestión controvertidala : financiación del culto y clero en Álava (1841-1876) // A controversial question: The funding of worship and clergy in Álava (1841-1876)

Resumen

El País Vasco permaneció ajeno a la reforma fiscal liberal y ello conllevó, entre otras cosas, que estas provincias costeasen su culto y clero desde 1841, al suprimirse el diezmo. En Álava este gasto fue fuente de controversias en el seno de las instituciones provinciales por ser una carga onerosa y, sobre todo, desigualmente repartida. En este artículo se analiza esta cuestión, prologando el estudio hasta 1876, fecha que marca el inicio de un proceso que desembocará en un nuevo marco fiscal y administrativo, y con el relevo estatal en la financiación del clero.

Euskal Herriak zerga-erreforma liberaletik kanpo jarraitu zuen eta horren ondorioz, besteak beste, euskal probintziek beren kultua eta kleroa ordaintzen zuten 1841z geroztik, hamarrena kendu zenetik. Araban gastu hori eztabaida-iturri izan zen probintziako erakundeetan karga astuna zelako eta, batez ere, desberdin banatutakoa. Gai hori aztertzen da artikulu honetan, azterlana 1876ra arte luzatuta, urte horretan hasi baitzen zerga- eta administrazio-esparru berria ekarriko zuen prozesu bat, eta estatuak hartu zuen bere gain kleroaren finantzaketa.

The Basque Country remained outside the liberal taxation reform and, among other aspects, this means that these provinces paid for their own worship and clergy from 1841, as tithing became a thing of the past. In Álava, this expenditure created a source of controversy within the provincial institutions as it was a burdensome charge and above all unfairly distributed. This article analyses this matter, extending the study to 1876, which marked the start of the process leading to a new taxation and administrative framework, when the state took over financing the clergy.
